Background:

In the early 1980's regulations for fire emergency planning were introduced. These regulations dealt specifically with Emergency Planning requirements, but did not provide guidelines on how to develop a plan or promote a safe environment through proper prevention techniques.

Emergency planning and occupant education is a requirement by law for many types of buildings and/or operations throughout the world, however regardless of legal requirements, providing protection of life and property is simply sound planning. The aim is life safety for the occupants of all buildings.

After the introduction of these regulations, consultants emerged to assist building owners and managers in developing fire safety plans. In most cases, however, they could only reach a very limited number of building owners/managers.

The ideal scenario in emergency planning, safety and prevention is mass self-education. In the past, this was not possible, as the two criteria necessary to accomplish this task could not be met.

These criteria were:

  • A non-generic document of information and procedures. As every building is different, a generic package would not work. 
  • A plan that is simple to use, clear, concise, and easily developed by anyone  in a minimum of time. 
These criteria are now met with the Building Fire Safety Planning System (BFSPS) software.

About the Program:

The BFSPS software allows anyone to develop their own building emergency plan unique to their facility with little or no assistance.

The term unique is used because this is not a generic program. The user inputs and edits information in various subsections of the program to suit their own particular needs while staying within a pre-established format. It provides the user with the information and guidance to create a highly effective fire safety plan.

The software also includes and fully describes the education and maintenance directives to initiate and maintain the program.

Suitability:

The program is suitable for all buildings regardless of size or occupancy.

The program is currently provided in three versions: International, Canadian and Ontario.

The International Version exceeds all the requirements of Emergency Plans in accordance with:

US OSHA Regulations Standards - 29 CFR:

  • Employee emergency action plans. - 1926.35
  • Employee emergency plans and fire prevention plans. - 1910.38

    NFPA:

  • NFPA 1 Fire Prevention Code
  • NFPA 30 Flammable and Combustible Liquids Code
  • NFPA 35 Standard for the Manufacture of Organic Coatings
  • NFPA 45 Standard on Fire Protection for Laboratories Using Chemicals
  • NFPA 99 Standard for Health Care Facilities
  • NFPA 101 Life Safety Code

    The Canadian Version exceeds all the requirements for Emergency Planning in Canada including:

Customization:

Even though the program exceeds all requirements for effective emergency planning and prevention under the various codes and standards, the program can be easily customized to meet any further requirements of large organizations. (i.e. company safety policies, etc.)

Conclusion:

This BFSPS software is based on time-proven emergency planning objectives, fire prevention techniques and safety requirements and complies with various codes, standards and regulations for emergency planning.
